ARTICLE 1. NAME

THE NAME OF THIS ORGANISATION IS THE INTERNATIONAL FELLOWSHIP OF MOTORCYCLING ROTARIANS

SHORT NAME – ROTACYCLISTS .

ARTICLE 2. OBJECTIVES

THE OBJECTIVES OF THE FELLOWSHIP ARE TO:-

• BRING TOGETHER ROTARIANS FROM AROUND THE WORLD WHO SHARE A COMMON INTEREST IN ALL TYPES OF MOTORCYCLES (TOURING, TRAIL, COMMUTER, TRIAL, FARM, HISTORIC, CLASSIC. ETC.).

• SPONSOR AND SUPPORT RESEARCH INTO INJURIES COMMONLY SUFFERED BY MOTORCYCLISTS.

• PROMOTE MOTORCYCLE SAFETY.

• ESTABLISH A COMPUTER BASED DIRECTORY OF MEMBERS.

• HOLD REGULAR VISITS AND AN ANNUAL OUTING.

.ARTICLE 3. MEMBERSHIP ELIGIBILITY.

• ACTIVE MEMBERSHIP WILL BE OPEN TO ANY INTERESTED ROTARIAN WHO PLEDGES A WILLINGNESS TO CORRESPOND AND CO-OPERATE.

• HONORARY MEMBERSHIP MAY BE BESTOWED BY THE FELLOWSHIP BOARD ON A PERSON WHO HAS DISTINGUISHED THEMSELVES BY MERITORIOUS SERVICE IN THE FURTHERANCE OF THE FELLOWSHIP’S OBJECTIVES.

• MEMBERS WILL BE SUPPLIED WITH A MEMBERSHIP CARD DETAILING; NAME, ADDRESS, ROTARY CLUB CLASSIFICATION AND FELLOWSHIP CHAPTER.

ARTICLE 4. STRUCTURE

THE STRUCTURE OF THE FELLOWSHIP WILL BE:-

• THE GOVERNING BOARD OF DIRECTORS OF THE FELLOWSHIP SHALL CONSIST OF SEVEN MEMBERS HOLDING THE FOLLOWING OFFICES; CHAIRPERSON, SECRETARY, TREASURER, PUBLICITY OFFICER, LIAISON OFFICER, REGISTRAR, TECHNICAL OFFICER.

• AN INTERNATIONAL FELLOWSHIP OF MOTORCYCLING ROTARIANS FORUM CONSISTING OF TWO DELEGATES FROM EACH CHAPTER. THE INTERNATIONAL FELLOWSHIP OF MOTORCYCLING ROTARIANS FORUM WILL ELECT, BY BALLOT, THE BOARD OF DIRECTORS AT THE TIME OF THE ANNUAL ROTARY INTERNATIONAL CONVENTION.

• REGIONAL CHAPTERS.

EACH REGIONAL CHAPTER WILL HAVE OFFICE BEARERS IN THE FOLLOWING CATEGORIES

CHAIRPERSON, SECRETARY, TREASURER, PUBLICITY OFFICER, LIASON OFFICER, REGISTRAR AND TECHNICAL OFFICER

EACH REGIONAL CHAPTER WILL BE RESPONSIBLE FOR ELECTING TWO DELEGATES TO REPRESENT THE CHAPTER AT THE INTERNATIONAL FELLOWSHIP OF MOTORCYCLING ROTARIANS FORUM.

CHAPTERS OF THE INTERNATIONAL FELLOWSHIP OF MOTORCYCLING ROTARIANS WILL BE ESTABLISHED ON A GEOGRAPHICAL BASIS BY CONTINENT,

MINIMUM MEMBERSHIP NUMBERS REQUIRED TO ESTABLISH A REGIONAL CHAPTER WILL BE TWENTY (20). CHAPTERS WITH MEMBERSHIP EXCEEDING FIVE HUNDRED (500) ON A CONTINENT MAY DIVIDE AND FORM A NEW REGIONAL CHAPTER .

ARTICLE 5. DUTIES OF BOARD OFFICERS

1) CHAIRPERSON. IT WILL BE THE DUTY OF THE CHAIRPERSON TO PRESIDE AT MEETINGS OF THE FELLOWSHIP AND BOARD AND PERFORM SUCH OTHER DUTIES AS ORDINARILY PERTAIN TO THE OFFICE.

2) SECRETARY . IT SHALL BE THE DUTY OF THE SECRETARY TO KEEP THE RECORDS OF ATTENDANCE AT MEE.TINGS, SEND OUT NOTICES OF MEETINGS, RECORD AND PRESERVE THE MINUTES OF SUCH MEETINGS AND PREPARE THE REQUIRED REPORTS TO ROTARY INTERNATIONAL.

3) TREASURE . IT SHALL BE THE DUTY OF THE TREASURER

A) TO HAVE CUSTODY OF THE FELLOWSHIP FUNDS.

B) TO BANK ALL SUCH MONIES IN THE NAME OF THE FELLOWSHIP.

C) ACCOUNT FOR SAME TO FELLOWSHIP ANNUALLY AND AT ANY OTHER TIME UPON DEMAND BY THE BOARD.

D) TO PERFORM SUCH OTHER DUTIES AS PERTAINED TO THE OFFICE.

UPON RETIREMENT FROM OFFICE ALL FUNDS, BOOKS OF ACCOUNTS OR ANY OTHER FELLOWSHIP PROPERTY IN THE SECRETARY’S POSSESSION SHALL BE TURNED OVER TO THE SUCCESSOR,

4) PUBLICITY OFFICER. TO CO-ORDINATE AND PUBLISH A NEWSLETTER TO ALL MEMBERS ANNUALLY OR MORE FREQUENTLY AS DIRECTED BY THE BOARD.

5) LIAISON OFFICER . TO ASSIST THE OFFICERS OF THE BOARD AND TO CO-ORDENATE THE PUBLICATION OF THE NEWSLETTER AND IT’S DISTRIBUTION TO REGIONAL CHAPTERS.

6) REGISTRAR. TO MAINTAIN AN ACCURATE COMPUTER BASED MEMBERSHIP REGISTER TO BE PUBLISHED ANNUALLY AND MADE AVAILABLE TO ALL FELLOWSHIP MEMBERS.

7) TECHNICAL DIRECTOR. TO ADVISE THE BOARD ON ANY MATTER OF A TECHNICAL NATURE. THESE MATTERS MAY INCLUDE

1) CONSIDERATION OF PROJECTS SUBMITTED TO THE BOARD AND ANY RECOMMENDATION OF SAME.

2) OBTAIN RELEVANT INFORMATION ON PROPOSED HONORARY MEMBERS.

3) COMPUTER PROGRAMMING AND DATABASE MANAGEMENT.

ARTICLE 6, DUTIES OF CHAPTER OFFICERS

1) CHAIRPERSON. IT WILL BE THE DUTY OF THE CHAIRPERSON TO PRESIDE AT MEETINGS OF THE FELLOWSHIP AND CHAPTER AND PERFORM SUCH OTHER DUTIES AS ORDINARILY PERTAIN TO THE OFFICE.

2) SECRETARY . IT SHALL BE THE DUTY OF THE SECRETARY TO KEEP THE RECORDS OF ATTENDANCE AT MEETINGS, SEND OUT NOTICES OF MEETINGS. RECORD AND PRESERVE THE MINUTES OF SUCH MEETINGS AND PREPARE THE REQUIRED REPORTS TO THE BOARD OF DIRECTORS.

3) TREASURER . TO COLLECT FROM CHAPTER MEMBERS THE ANNUAL DUES SET BY THE BOARD OF DIRECTORS AND FORWARD THE SAID DUES TO THE BOARD OF DIRECTORS PLUS ANY FEES DEEMED NECESSARY FOR THE SUCCESSFUL OPERATION OF THE REGIONAL CHAPTER. IT SHALL ALSO BE THE DUTY OF THE TREASURER

A) TO HAVE CUSTODY OF TME CHAPTER FUNDS.

B) TO BANK ALL SUCH MONIES IN THE NAME OF THE CHAPTER.

C) ACCOUNT FOR SAME TO CHAPTER AND FELLOWSHIP ANNUALLY AND AT ANY OTHER TIME UPON DEMAND BY THE CHAPTER BOARD OR FELLOWSHIP BOARD.

D) TO PERFORM SUCH OTHER DUTIES AS PERTAINED TO THE OFFICE.

UPON RETIREMENT FROM OFFICE ALL FUNDS, BOOKS OF ACCOUNTS OR ANY OTHER CHAPTER OR FELLOWSHIP PROPERTY IN THEIR POSSESSION SHALL BE TURNED OVER TO THE SUCCESSOR.

4) PUBLICITY OFFICER . TO COLLECT RELEVANT INFORMATION ON CHAPTER ACTIVITIES AND FORWARD, AS DIRECTED BY THE BOARD PUBLICITY OFFICER, FOR INCLUSION IN THE FELLOWSHIP NEWSLETTER. THE PUBLICITY OFFICER SHALL ALSO PERFORM ALL REGIONAL PUBLICITY FOR THE CHAPTER AND CO-ORDINATE AND PUBLISH A NEWSLETTER TO ALL CHAPTER MEMBERS ANNUALLY OR MORE FREQUENTLY AS DIRECTED BY THE BOARD.

5) LIAISON OFFICER . TO ASSIST THE OFFICERS OF THE BOARD AND TO CO-ORDINATE THE PUBLICATION AND DISTRIBUTION OF THE NEWSLETTER TO ALL CHAPTER MEMBERS.

6) REGISTRAR . TO MAINTAIN AN ACCURATF- RECORD OF ALL CHAPTER MEMBERS TO BE FORWARDED TO THE FELLOWSHIP BOARD REGISTRAR IN TIME FOR INCLUSION IN THE ANNUAL MEMBERSHIP DIRECTORY. A CHAPTER MEMBERSHIP DIRECTORY MUST BE MADE AVAILABLE TO ALL CHAPTER MEMBERS

7) TECHNICAL DIRECTOR . TO ADVISE THE CHAPTER OFFICERS ON ANY MATTERS OF A TECHNICAL NATURE. THESE MATTERS WILL INCLUDE

1) CONSIDERATION OF PROJECTS SUBMITTED TO THE CHAPTER AND ANY RECOMMENDATION OF SAME.

2) OBTAIN RELEVANT INFORMATION ON PROPOSED HONORARY MEMBERS.

3) ASSIST THE TECHNICAL OFFICER AT BOARD LEVEL

ARTICLE 7. ANNUAL MEETING

1) NOMINATIONS FOR THE CHAPTER BOARD OF DIRECTORS WILL BE CALLED AT LEAST SIXTY (60) DAYS PRIOR TO THE ANNUAL MEETING AND WILL CLOSE TWENTY EIGHT (28) DAYS PRIOR TO THE ANNUAL MEETING OF THE CHAPTERS. THE SECRETARY SHALL FORWARD SAID NOMINATIONS TO THE PUBLICITY OFFICER FOR CIRCULATION TO ALL MEMBERS WITHIN SEVEN (7) DAYS OF THE CLOSE OF NOMINATIONS.

2) THE ANNUAL MEETING OF THE INTERNATIONAL FELLOWSHIP OF MOTORCYCLING ROTARIANS CHAPTERS SHALL TAKE PLACE WITHIN NINETY (90) DAYS PRIOR TO THE ROTARY INTERNATIONAL CONVENTION. AT THIS MEETING ALL REGIONAL OFFICERS WILL BE APPOINTED, THE TWO DELEGATES TO THE MEETING OF THE INTERNATIONAL FELLOWSHIP OF MOTORCYCLING ROTARIANS FORUM MUST BE OFFICE BEARERS OF THE CHAPTER AT THE TIME OF THE FORUM, AND WILL BE ELECTED AT THE ANNUAL MEETING.

3) THE ANNUAL MEETING OF THE INTERNATIONAL FELLOWSHIP OF MOTORCYCLING BOTARIANS FORUM WILL CONCURRENT WITH THE TIME OF THE ROTARY INTERNATIONAL CONVENTION. AT THIS MEETING THE BOARD OF DIRECTORS WILL BE APPOINTED FOR A TWELVE (12) MONTH PERIOD. ELECTION WILL BE BY BALLOT WITHIN THIRTY (30) DAYS PRIOR TO THE ANNUAL MEETINGS.

4) NOMINATIONS FOR THE BOARD OF DIRECTORS WILL OF. CALLED AT LEAST SIXTY (60) DAYS PRIOR TO THE ANNUAL MEETING AND WILL CLOSE TWENTY FIGHT (25) DAYS PRIOR TO THE ANNUAL MEETING. THE SECRETARY SHALL FORWARD SAID NOMINATIONS TO THE PUBLICITY OFFICER FOR CIRCULATION TO ALL REGIONAL CHAPTERS WITHIN SEVEN (7) DAYS OF THE CLOSE OF NOMINATIONS.

5) FELLOWSHIP MEMBERS MAY ATTEND THE FORUM MEETING(S) AS OBSERVERS.

ARTICLE 8. FEES AND DUES .

THE ANNUAL MEMBERSHIP DUES FOR THE INTERNATIONAL FELLOWSHIP WILL DIE SET BY THE BOARD OF DIRECTORS AT THEIR FIRST MEETING WHICH SHALL BE HELD WITHIN THIRTY (30) DAYS OF THE ANNUAL MEETING OF THE INTERNATIONAL FELLOWSHIP OF MOTORCYCLING ROTARIANS FORUM.

ANNUAL CHAPTER FEES W1LL BE SET BY THE OFFICERS OF EACH CHAPTER WITHIN THIRTY (30) DAYS OF THE FIRST MEETING OF THE BOARD OF DIRECTORS.

ARTICLIE 9. NEWSLETTER.

THE BOARD OF DIRECTORS PUBLICITY OFFICER WILL BE RESPONSIBLE FOR THE PUBLICATION AND DISTRIBUTION OF AN ANNUAL NEWSLETTER DETAILING FELLOWSHIP ACTIVITIES, ACHIEVEMENTS, AND INTERESTS. AN UPDATED DIRECTORY OF MEMBERSHIP WILL BE INCLUDED. THE NEWSLETTER MAY BE PUBLISHED MORE FREQUENTLY IF CONSIDERED NECESSARY BY THE BOARD OF DIRECTORS.

ARTICLE 10. PROJECTS FOR SUPPORT OR SPONSORSHIP.

MONIES RAISED, OTHER THAN DUES AND FEES, BY THE CHAPTER WILL BE DIRECTED TOWARDS TWO (2) MAJOR AREAS:

1) SPONSOR AND SUPPORT RESEARCH INTO INJURIES COMMONLY SUFFERED BY MOTORCYCLISTS.

2) PROMOTE MOTORCYCLE SAFETY.

AT LEAST FIFTY (50) PERCENT OF FUNDS RAISED WILL BE DIRECTED TO THE BOARD OF DIRECTORS WHO FROM TIME TO TIME W1LL PROMOTE TO ALL FELLOWSHIP MEMBERS PROJECTS WORTHY OF SUPPORT. CHAPTERS WILL ALSO IDENTIFY AND SUPPORT PROJECTS MEETING THE FELLOWSHIPS’ OBJECTIVES, IN THEIR OWN REGION AND USE REMAINING FUNDS TO SUPPORT THEM.
